Chunky Potato Soup

2 cups water
2 chicken bullion cubes
2 cups cubed peeled potatoes
1/2 cup chopped onion
1/2 cup celery, thin sliced
3/4 tsp salt
1/2 tsp pepper
2 cups milk
2 TBS flour
1 cup sour cream
2 TBS parsley, chopped
1 TBS chives, chopped

1. Bring water, bullion, potatoes, onion, celery, salt, and pepper to a boil. Simmer for 15-20 mins.
2. Add 1 3/4 cup milk.
3. Mix flour and 1/4 cup milk, then add to soup
4. Bring to a boil. Let soup thicken.
5. Mix sour cream, parsley, and chives, then add to soup.
